Proposed Development at 2 Sisters Food Group, Sandycroft

Lairage Building, Multi-storey Car Park, Chilled Storage Extension & Operational Improvements

2 Sisters Food Group is proposing a phased development at its site on Glendale Avenue, Sandycroft, Deeside. The scheme is designed to modernise and enhance the site’s operational capabilities while maintaining its status as a major local employer.

This dedicated page provides an overview of the proposals, the benefits to the local economy and environment, and offers members of the public the opportunity to review supporting documents and leave comments.

The proposals include:

A new, fully enclosed lairage facility with washdown bays
A multi-storey car park to consolidate staff and visitor parking
Chilled storage expansion and extended processing space
Enhanced staff amenities and office accommodation
Improved internal traffic flow and vehicle access
A significant investment in clean energy via photovoltaic (PV) panels

These works will take place while maintaining full operational continuity at the site.

Site Location & Context

The 2 Sisters site sits within the Sandycroft industrial estate, north-east of Chester Road and bordered by the River Dee and the railway line. The surrounding area comprises a mix of industrial facilities and open fields, with some residential dwellings to the south. The existing site comprises various functional factory buildings, portacabin offices, and external vehicle areas.

The development is proposed in two main phases:

Phase 1:
Construction of the new multi-storey car park
Development of the new enclosed lairage facility
Connections to the existing processing plant

Phase 2:
Extension of chilled storage areas
Development of office and staff welfare facilities
The layout has been carefully designed to improve on-site vehicle movements, reduce external impact on Glendale Avenue, and enhance biosecurity and bird welfare.

Environmental &
Welfare Improvements

Odour and air quality control through enclosed, ventilated spaces

Improved bird welfare with cooler holding areas and reduced stress

On-site vehicle washdown to contain contaminants
PV panel installations to reduce carbon emissions by approx. 14,000 tonnes annually

Re-use of surface water for vehicle and equipment washing

Economic & Community Benefits

Safeguards 1,250 full-time jobs currently on site

Sustains £39 million annual wage contribution to the local economy

Strengthens links with local farms (over 60 regional suppliers)

Represents a £50 million construction investment

Supports the local supply chain and skilled workforce

Access, Circulation & Parking

A reconfigured one-way HGV circulation route to improve safety

Separation of pedestrian and vehicle routes on site

Consolidated parking in a pre-fabricated, steel-framed car park

No change to existing access from Glendale Avenue

Appearance & Materials

Cladding to match existing buildings (light grey with darker accents)

Lairage building designed to minimise mass with darker detailing

Multi-storey car park constructed from galvanised steel, open-sided for ventilation

Roof-mounted PV panels on new and existing structures

Drainage Strategy

A full drainage and flood risk assessment has been submitted with the application. Sustainable Urban Drainage (SuDS) principles are adopted, including:

Re-use of rainwater

Surface water run-off managed on-site

Outfall connections to nearby watercourse

Biodiversity & Mitigation

Due to the industrial setting and operational nature of the site, the proposals retain current levels of biodiversity and supports long term environmental performance of the site. While wildlife enhancement is limited by biosecurity concerns (e.g. avian influenza), existing hedgerows and green buffers will be preserved and maintained.

Planning Policy Alignment

The development aligns with several key policies in the Flintshire Local Development Plan (2023), including:

Sustainable development and renewable energy targets

Retention and enhancement of key employment land
Improved design and placemaking in line with PC2, PC3, PC4

Contribution to climate change resilience and carbon reduction
